What Constitution says

A State Judicial Service Commission shall comprise the following members - (a) the Chief Judge of the State, who shall be the Chairman; (b) the Attorney General of the State; (c) the Grand Kadi of the Sharia Court of Appeal of the State, if any; (d) the President of the Customary Court of Appeal of the State, if any; (e) two members, who are legal practitioners, and who have been qualified to practice as legal practitioners in Nigeria for not less than ten years; and (f) two other persons, not being legal practitioners, who in the opinio n of the Governor are of unquestionable integrity.

This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
