What Constitution says

A State Civil Service Commission shall comprise the following members - (a) a Chairman; and (b) not less than two and not more than four other persons, who shall, in the opinion of the Governor, be persons of unquestionable integrity and sound political judgment.

This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
