What Constitution says

The Nigeria Police Council shall comprise the following members - (a) the President who shall be the Chairman; (b) the Governor of each State of the Federation; (c) the Chairman of the Police Service Commission; and (d) the Inspector-General of Police

This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
