What Constitution says

The National Population Commission shall comprise the following members - (a) a Chairman; and (b) one person from each State of the Federation and the Federal Capital Territory, Abuja.

This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
