What Constitution says
(2) The Customary Court of Appeal of the Federal Capital Territory, Abuja shall consist of - (a) a President of the Customary Court of Appeal; and (b) such number of Judges of the Customary Court of Appeal as may be prescribed by an Act of the National Assembly.
This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
