What Constitution says

Subject to the provisions of any Act of the National Assembly, the Grand Kadi of the Sharia Court of Appeal of the Federal Capital Territory, Abuja may make rules for regulating the practice and procedure of the Sharia Court of Appeal of the Federal Capital Territory, Abuja. F - The Customary Court of Appeal of the Federal Capital Territory, Abuja.

This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
