What Constitution says
(2) The Sharia Court of Appeal of the Federal Capital Territory, Abuja shall consist of - (a) a Grand Kadi of the Sharia Court of Appeal. and (b) such number of Kadis of the Sharia Court of Appeal as may be prescribed by an Act of the National Assembly.
This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
