What Constitution says
(1) There shall be established for each State of the Federation the following bodies, namely - (a) State Civil Service Commission; (b) State Independent Electoral Commission; and (c) State Judicial Service Commission.
This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
