Permanent incapacity of Governor or Deputy Governor

What Constitution says

(1) Where any payment falls to be made under this Part of this Chapter, the amount payable shall be certified by the Auditor-General for the Federation; Provided that a provisional payment may be made before the Auditor-General has given his certificate.

This is the 1999 Constitution as published in 2004. Later amendments aren't included yet, so a section may have changed since.
